You'll want to login to your Online Banking from a browser page and select Options, then Mobile Settings, and Web Mobile Settings in order to enable use of your account through the app.
Search Community Bank Joseph Oregon in the App Store or Droid Market:

Allows you to deposit checks via your mobile device. Select "Deposit Check" from your mobile app menu to get started. You'll need the most recent update of the mobile app to access this feature.
Mobile Check Deposit Features

2. Select the Options menu , then Mobile Settings to enable
